Organization reset and Console permission fixes#
Owners and admins can reset an organization while keeping members, billing, and the default project, CLI-created agents appear on Console's Agents page, and restricted members no longer see admin-only commands.

- Plan-gated Console pages now recognize plan changes without another sign-in.
- MCP clients connecting to /mcp no longer get a 404 during initialization.
