Console billing updates and Documents API audio transcription #

Improvements

Paid Console users can now open the billing portal from the Billing page.
Console's Requests page now lets you choose how many rows to show per page.
Console connector setup now lets you choose a document limit from 1 to 500.
The Documents API can now transcribe MP3, WAV, AAC, FLAC, OGG, AIFF, and M4A uploads.

Fixes

Nova's document details now open Google Docs, Sheets, and Slides at their original source URLs.
Container tags containing colons work again in API requests.
The Documents API can now retry a failed document with the same custom ID instead of returning the failed record again.

Polish

Console Billing now shows the current plan, overage controls, and previous period side by side, with the downgrade action on the current plan.
